Liang Chen founded Stellar Services more than 30 years ago and, since then, has been instrumental in transforming the business into a thriving Information Technology services firm that serves federal, state and local government clients, as well as commercial and non-profit clients, located throughout the US.
Liang has been at the helm of Stellar Services since the company's founding in 1993. He understands his clients' IT infrastructure challenges and, in response, formed and leads a team that has developed a broad range of superior IT Infrastructure Support, Program Management, Enterprise Content Management, and Systems Integration services and solutions.
A graduate of prestigious Shanghai Jiaotong University, Liang also holds a Masters in Operations Research from Western Michigan University. Before starting Stellar, he worked at Louis Berger International, Inc., and the Ebasco Division of Raytheon Engineering and Constructors, Inc. He became experienced at these companies in implementing project control and management systems, and earned a reputation as an employee with an acute business sense and a timely delivery of projects within budget.
As the President of Stellar Services, Liang manages all activities from the headquarters offices in New York City. As a seasoned Systems Architect, Liang has gained extensive experience with system master planning, technical design, and project management for both the public and private sectors.
Liang is proud of Stellar’s credentials, including its rapid expansion to 100+ employees today and for being nominated 2009’s IEEE Corporate Innovation Award recipient. Another major point of pride for the company is the development of OneView™, its dashboard solution that provides crucial project and business intelligence and reflects on-the-job performance measurements for organizations with hundreds of thousands of workers.
Liang believes his key to success involves cultivating and encouraging talent. “You have to cultivate good employees,” he says. “Stellar couldn’t have gotten anywhere without its talented employees.”
In his spare time, Liang enjoys having fun with his two young sons and trying his hand at a good card game.
Anna Hu brings a unique combination of project & portfolio management and IT technical expertise as a contract executive. Ms. Hu has over 20 years of technical expertise in business requirement evaluation, business process reengineering, infrastructure design, relational database management, software development technology, web solution design, data warehouse, and decision support reporting system for large infrastructure project & program. She is also an accomplished program dashboard implementer and possessed technical expertise on team building, system deployment, integration, security administration, migration and change control management. Ms. Hu has worked with a wide range of transportation and government agencies including; Port Authority of New York and New Jersey, NY MTA, NYS Department of Transportation, San Francisco Public Utility Commission, the San Francisco MTA, New York City School Construction Authority, New York City Department of Design and Construction, NY Power Authority, US Department of Energy, US Army Picatinny Arsenal.
Mr. Romoser possesses a canny ability to understand different technologies, apply PMBOK methodology techniques with a very good track record of implementations and improvements across many organizations. He has an in-depth understanding of Capital Project Portfolio Management, Enterprise Content (Records) Management, Enterprise Asset Management and Enterprise Resource Planning Software including all the Information Technology Architecture (cloud, on premise and hybrids) needed to support these solutions.
Mr. Jim Hall is a seasoned technology leader and consultant with over 30 years of experience working both in the US and internationally. Jim has completed over 300 projects for a wide range of government, private industry and non-profit customers. Jim started as a photogrammetric land surveyor, before transitioning to data capture and processing, programming, solution architecting, business process re-engineering, management and business development.
Jim and his teams specialize in designing and deploying innovative technology and business solutions that enable high-performance operations and that address mission critical needs. Jim prefers Agile development and implementing cutting edge solutions that deliver real ROI. His focus is always on enabling customers to be able to make more timely and informed decisions, while optimizing planning and business operations.
Jim has lived, been educated and worked overseas for 14 years in six countries. He uses this international experience to bring alternate and fresh perspectives, and optimized technology-based solutions to bear for Stellar’s customers, and is always looking for a new challenge.
As VP of Asset Management, Jesse brings more than twenty years of experience in enterprise asset management, governance, solution design, supply chain management, global logistics, multi-modal transportation, and program management to asset-intensive clients. He is exceptionally experienced in Business Process, Enterprise software, IT strategy, Project Management, Business Solution Architecture and Operational Management.
My team and I help our public and private sector clients to align the People, Processes, Technology and Physical Assets that make up today's complex enterprises. We create holistic solution-based approaches that span software, services, hardware, infrastructure, research, and financing to meet the clients’ challenges. The results allow public sector infrastructure clients to modernize and transform sub-optimal business operations to better support the agency’s mission and to establish a persistent culture of competence.
Our team recognizes that the industries we serve require a community of professional expertise and we develop mutually beneficial relationships with 3rd party organizations that enable our clients to meet the challenges of today and tomorrow.
As vice president, Chris leads Stellar’s software business practice focused on Project Management Information, Enterprise Content Management, and Enterprise Asset Management systems. Stellar implements 3rd party software for those 3 business functions. His ultimate responsibility is to ensure our clients are successful with the adoption of the technology solution we implement. He is a results-oriented professional spending much of his career in leadership positions uniting team members to operate and deliver at their best.
As an executive project sponsor, he collaborates closely with client executive management to ensure project challenges are readily flagged, acted upon, and mitigated with the least impact to the project. Chris has a wide range of experience spanning 25+ years of commercial large-scale engineering & construction projects, federal and public sector capital projects, and software implementation projects of all sizes and complexities.
